Kerry has very CLEAR and SMART views on counter-terrorism. He knows that it is a multi-rponged war and that there are few options which are solely military. Terrorists cannot be caught by military invasions. They flee long before our troops cann arrive. Kerry stresses: - Intelligence (on the ground not just in the sky) - Alliances (cooperation a key and takes trust) - Homeland security (not just talk but the real thing) - Military (primarily covert ops, surgical strikes) Only a fraction of the war on terror is military oriented. How many terrorists did we catch invading Iraq? Only one or two by accident.
