Yes, many landlords would rather take some vacancy than lower rents.

But if there are so many new immigrants needing a place to live, why have rents been declining nationally in the first place?

Some people have suggested that new immigrants stop at a Coldwell-Banker sales office to buy a new home just as soon as they are smuggled across the U.S. / Mexico border. Personally, I find this hard to believe.

Australia requires immigrants to have: a job offer from an Australian employer, or; $200k to invest in a business which must show a profit of $100k per year by year five, or; two million in investments to support themselves. Illegal immigration is very small and aggressively pursued.

What are the comparable American requirements for immigration?
