I disagree. If the Iraqi population knows that Iraqi people are being abused by Americans, and Americans do not know that, I think that is a crisis- because there is a dramatic imbalance of information, and Americans would be totally unable to make realistic assessment of the Iraqi situataion if the information about abuse of the people was hidden from them (but known to the Iraqis and a small group of American servicemen). Abuse, especially abuse carried out and then denied, can foment a crisis- imo.
