The person we would ordinarily consider to be in charge, the one star reservist, Brigadier General Janice Karpinski, says she was not in charge.


So who was? Generals don't give direct orders to privates, anyway. Who gave the orders?

The Army Investigative Report makes it very clear that Karpinski was in command since July 2003. She is running for "high ground" by pointing at others in my opinion. A Brigadier General has plenty of clout. The report suggests to me that she was incompetent in handling her command.
