I think it notable neither Bush nor Rumsfeld said that nor, for that matter, did UW.

The job I had at one time made me do quite a lot of work in jails. And as soon as I heard about the pictures, I knew what the official reports would say. I was furious. Keeping people in custody requires strong methodology, exacting procedures and intensive supervision of personnel and without them abuse and subversion will be committed.

Something bad was bound to be done by some US personnel just because of the number of them there. Over a hundred thousand. A small city's worth. How many weak people and bad actors can you find in a small city? How many crimes of opportunity are committed, even in a nice, small city?

The only thing the US Army can do is grit its teeth, clean up the mess, try the accused, punish those found guilty, and carry on.

Excusing, glossing it over, or worse, comparing it to somebody else's even more wicked deeds, is beyond stupid; it's counter productive and gives an enemy some sort of legitimacy for its own evil behaviour because then you've placed yourself in the same frame.
