Yes, civilians were targetted in Fallujah, civilian guards from the United States were murdered by Iraqis in a heinous fashion not seen in the US outside the hands of the most depraved psychopathic serial killers.

Remember those good ol' Texas boys who dragged the black man whose name I am forgetting right now with their pickup truck? Happened just a few years ago. True that stuff doesn't happen all that often anymore outside of prisons (at least not that we read about), but it once was fairly common. Thousands of black people were lynched after "Reconstruction" (as it is so quaintly termed) ended, and their bodies were often desecrated afterwards.
