That's a tough question to answer.

The biggest problem, imo, is reaching an agreement on the cause of a war. I think it is arguable that never in the history of humanity has a war been fought to save an oppressed minority in a nation from a tyrannical dictator. Another person might say that's ridiculous, that many such wars have been fought.

Even today you have disagreements about the reason for the American Civil War. Some say it was about slavery, some vehemently deny it. The same is true about the current war against Iraq, there is heated argument over the cause of it.

I don't think a war has ever been fought to save an oppressed minority. Taking history as a guide, I conclude it is unlikely such a war will be fought in the future. Therefore, my conclusion is no, that is not sufficient justification for war.
