The problem is that you are not recognizing how very tough a question that is to answer. We could spend six months or so discussing it, but I don't think even that would suffice for more than some rough guidelines that would be of little use in real world circumstances. I think thirty years would be a more realistic goal ... if I devoted my life to the issue for the next thirty years, I might be able to give you an answer, though the answer might be several thousand pages long.
