That is EXACTLY the problem the administration now faces. Of course the American public will not approve of this or condone or understand it. That would be why Bush and Rumsfeld are "SHOCKED, SHOCKED" I tell you. When the whole story comes out, perhaps years from now, I'll wager the program was developed and enacted by military intelligence with the full knowledge of the Pentagon. This is the same US Army, remember that tossed Viet Cong out of helicopters one by one, in order to get that last remaining "Charlie" to talk.
