Well I have heard of people being conned into paying intermediaries, one of those was a member of parliament who was jailed...

In any case, citizen is a 'legality'... a legal construct subject to changes, revocation, etc... it just doesn't make any sense to trade them either philosophically or otherwise. Why not trade voting rights, or rights to healthcare, or or or or.

Well there is an investor class immigration visa to the US - you just need to invest enough in the US in money and employment and you get a green card. Well we were talking about permanent residence and the government selling rights... I can't see that is a problem. But even a free market in such rights seems like a reasonable option. If I want to sell my Australian citizenship or right of residence to someone who wants one and then buy an American one I can't see that is a problem in any way ethically or otherwise. One argument is people are short-sighted and will act irrationally and regret it later. This might reasonably apply to healthcare... It's why we ban certain drugs (which I disagree with).
