Terrorists can be anywhere, literally. Invading countries to find them is like hunting rats with bulldozers. They see you coming and disappear before you get there. Stealth on the ground humint and old fashioned police work are what is needed, and we must have cooperation of Arab states or else we lose.

Bush has only done one thing right on terrorism, invading Afghanistan (with full bi-partisan and international support). Everything he's done since has been a collosal waste of wealth, lives and manpower. For this reason alone he does not deserve any consideration for re-election. But there are many more reasons too.

I gave a partial answer yesterday ...

We know their turf is not Iraq. In fact, according to terrorism expert Bruce Hoffman, author of “Defining Terrorism”, terrorists “do not function in the open as armed units, generally do not attempt to seize or hold territory, deliberately avoid engaging enemy military forces in combat and rarely exercise any direct control or sovereignty over either territory or population.”

Therefore it is a clear strategic blunder to conflate potential threats from deterrable Nation states with threats from undeterrable terrorists organizations like Al Qaeda. If you are seriously interested in the subject, I recommend Dr. Record's study (Army War College) "BOUNDING THE GLOBAL WAR ON TERRORISM" available online as a PDF:
