Well, the photo you have shows the area around Torrey Pines High which is located to the west of your map. Today, the area around Torrey Pines High is quite developed. Much of the empty area in the photo are actually deep canyons and preserved areas. They are undevelopable, period.

I have been to Carmel Valley house hunting two years ago which is why I know. Today, most of the single family homes in the neighborhood are over one million dollars. They are expensive because many of them sit next to deep canyons and preserved areas.

Here's some news for you, Pardee is also looking to develop some land in Fallbrook --
