Dubai, Bahrain, Brunei, and the UAE are not representative of the Muslim world because their populations are minuscule.

GDP per capita of Iran per CIA factbook--$6.8k
GDP per capita of Libya per CIA factbook--$6.2k
GDP per capita of Algeria per CIA factbook--$5.4k
GDP per capita of Egypt per CIA factbook--about $4k
GDP of Azerbaijan and Syria per CIA factbook--$3.7k
GDP of Iraq per CIA factbook--$3.2k
GDP per capita of Pakistan per CIA factbook--about $2k
GDP per capita of Yemen per CIA factbook--$.8k
GDO per capita of Afghanistan per CIA factbook--$.7K
GDP per capita of Somalia per CIA factbook--$.6k

Fareed Zakaria in his wonderful book suggests that a minimum of $10k per capita is necessary for democracy to establish even a tenuous foothold. The Muslim countries, for all intents and purposes, don't even come close. They are political and economic basket cases.
