They are responsible for their passiveness, The republican party has created a very strict system of rewards and punishments for members who do not vote and speak in lock-step with the leadership. They have turned the system into a zero-sum game in which power and position are removed from one member and given to another based strictly on loyalty to Bush and DeLay. That is why the republicans don't speak out. The democrats are not given a forum to be heard when they speak. TP cnn.com
