Lots of innocents in US jails too, I'm sure. No system is perfect.

My understanding is that the operative term is 'detainee'. That way, we can detain them for questioning without the presumption that they are criminals. That being the case, they are even more 'presumed innocent' than in the usual sense of being arrested. Obviously some were captured while combative but many were simply detained because they might have useful information. 'False arrest' really seems like an inapplicable term here.
