During the spate of kidnappings in April, I think Chalabi's men grabbed Berg under the mistaken impression from the Freeper's list that he was helping poor Iraqi's as a peace activist. Poor Iraqis means Sadr's constituency. I think they wanted to trade him for people Sadr had kidnapped.

When they found out that Berg had no trade-in value (because he was just trying to do business, not work to end the war) and they realized he could identify them, he was killed.

Before the body was dumped, while Chalabi was probably watching CSPAN, they got the idea to fake a beheading of the corpse and try to create a diversion from the congressional hearings.

The plan was not well thought out. They had Berg in the prison jumpsuit because they thought their audience was Sadr and they wanted to show that they had "his man" in custody. They couldn't change it on his body because they only footage they had of him while he was alive was in the jumpsuit.

The sickest part of this corpse abuse is that the neocons are still paying Chalabi $300,000 / month to mutilate American bodies.
