I'm not sure what you mean by "smaller devices"... do you mean the bombs that were set off to simulate the impacts of airliners? Anyway, the controlled collapse of the WTC was necessary beyond the "whizz-bang effect" to freak out public opinion: since no airplanes crashed into the towers, no aircraft debris were to be found by rescue teams, firefighters, etc. A problem compounded by the fact that, unlike the Pentagon, Manhattan is an area bustling with thousands of people, tourists, travellers, even illegal workers, 24 hours a day, 7 days a week --the city that never sleeps... US authorities would have had a hard time gagging and censoring all that crowd... Moreover, if the WTC towers had not been pulled down, the gaping scars left by the planted bombs would have been on display for everybody to watch and examine --including US and foreign engineers... Sooner or later, foreign experts would have pointed to inconsistencies in the crashes' footprints... Not to mention the conspicuous absence of aircraft debris on the ground.
