How many people were caught out of how many troops, etc?

Most of our troops aren't doing any interrogation. Hence, most of our troops aren't committing illegal interrogation.

I'm not turning it into a political issue. I haven't mentioned President Bush or Republicans once in connection to the prison abuse scandal. I'm saying it reflects poorly on all Americans, no matter what your politics are, and that something should be done to ensure that it doesn't happen again, and that our nation's high standing in the world is maintained.
