It is silly to make such a stretch. However, with six or so individuals acting out like that it is quite possible that one or more of their supervisors was wacco as well. We don't know yet but going up much higher on the chain of command would involve too much exposure to highly trained officers who know better.

That's why we are investigating. We know about the soldiers, we don't know if there was any more to it. Stretching it to the pentagon, or Rumsfelt is just playing into partisan politics.
