Um. As with most of Kay's alleged threats, there appears to be no there there. Continued covert capability to manufacture fuel for nonexistent SCUDs? Good enough for W's war, no doubt, but pretty dubious on more conventional grounds.

Why did he need missiles exceeding the range of all plausible regional targets? He could already reach Israel. By itself, not a casus belli, but a piece of the puzzle....

And why do you think he would use them against Israel? Israel has over a hundred nuclear warheads. Do you think they'd hesitate to use them if ultimately threatened? Do you think that Saddam was suicidal?

A similar argument has been raised as to whether Saddam was self-destructive enough to even try to attack the US and assure his annihilation.
