I gotta hand it to Arnie, he kept his word.

California Gov. Arnold Schwarzenegger on Thursday presented a revised budget plan for the coming fiscal year that would close a $14 billion budget gap without raising taxes.

Schwarzenegger urged the Democratic-controlled legislature to pass his nearly $100 billion revised spending plan swiftly.

The budget, which includes $77.6 billion in discretionary spending, relies on a voter-approved borrowing plan, one-time fixes and an improving economy to address the budget shortfall facing the nation's most populous state.

In a statement, Schwarzenegger said his budget would protect "essential programs" while keeping his pledge not to raise taxes. He called on both parties in the legislature to work together to pass a budget by June 15, a deadline that lawmakers have met only four times in 27 years.

He's got the momentum, let's see if he can pull it off.
