You're evading the point, it is quite obvious that Iraq could have acquired components for WMD and they would have then most certainly entertained the idea of assembling them in some fashion to use them on people they did not like. The fact that they did not have WMD is contrary to the point that if they did have they would have in some circumstances used them.
