Kuwait wasn't part of Iraq When Britain drew their lines on the map, Iraq and Kuwait and Syria and Lebanon, etc etc, were part of Turkish Empire. Since the Brits created both Iraq and Kuwait, each has equal legitimacy.

Frankly, it might have been better had Britain drawn even more lines on the map and created separate states for Shia, Sunni, and Kurd.
