The transfer of authority goes smoothly; the indigenous security forces increasingly take the lead in holding down insurgency, with back up by the US; elections occur from 6 months to a year after the original transfer of power; the bulk of the US forces go home within two years, with a residual presence to help not only secure Iraq, but to help stabilize the region, of about 25,000, for another 5 to ten years. The federal idea prevails sufficiently that the various ethnic enclaves are satisfied, and even the Shi'ite area respects civil liberties, while affording some privileges to Islam. The surrounding regimes feel increasing pressure to follow Iraq's lead, mainly from their younger citizens, and begin a period of reform..........
