Abu Musab Zarqawi, a Jordanian militant with ties to al-Qaida, is now blamed for more than 700 terrorist killings in Iraq. Zarqawi allegedly is the Arab seen cutting off the head of Nick Berg.
But NBC News has learned that long before the war the Bush administration had several chances to wipe out his terrorist operation and perhaps kill Zarqawi himself — but never pulled the trigger.

I think the reason they don't go back further in history, to earlier administrations, is the same as one you alluded to: the statistical measures have been 'tweaked', 'adjusted', and just flat-out manipulated so many times (for example, in 'jobs', and in Gross National Product) that they are not comparable anymore....
