Fiscal conservative is used by tax and spenders who don't happen to like borrowing.

"Fiscal conservative" means economic freedom. "Social Liberal" means personal freedom. These labels are a lot less threatening than "Libertarian," and don't get you into more controversial subjects.

Gotta nuance a little here, ya know. :>)
