Isn't that Richard Perle's baby.
He's the one who used his position in the Pentagon to force the defense department to okay the sale to China.

He got over a million and half dollars for that deal.

That was right after he worked for Loral and was in charge of giving the Chinese their rocket designs. No wonder they like him so much.
