It is better to give than receive. It's more than a simple platitude. There's a lot packed into that sentence.

I use that example when I get into a discussion about altruism. Giving is a selfish act. You do it because it makes you feel good.

If you are receiving charity, it makes a moral person feel bad. You are glad to get it, but resent the fact that you needed to take it. An immoral person may feel that they have scored off a chump.

Without saying it very clearly, I was referring to how Uncle Sam et al will raise our taxes and "dole" out the money as a form of charity versus you and I making decisions on to whom and how much we wish to give to help those needing a lift up.
