The $850 Billion number was discussed as the possible increase in "total debt outstanding" for next fiscal year. The Bush administration only counts the "Public debt outstanding" (so did Clinton). I've explained the difference before.

Earlier this year, the Bush administration forecast the "public" portion of the debt to increase $521 Billion (this number is in a number of stories - see below ***). If you add the $170 Billion in Social Security surplus and the $50+ Billion in off budget expenditures for Iraq, that equals a $741 Billion deficit for this year.

The most recent forecasts are for a smaller deficit this year. The $850 Billion was for next year and is still possible.
