Afghans are not Arabs. Nor are Kurds, Iranians, or Pakistani. Most Moroccans are Berbers, which are also not Arabs, but Arabized Berbers may call themselves Arabs.

BTW, the people we are calling Al Qaeda don't call themselves that, apparently they call themselves Al-Jabhah al-Islamiyyah al-`Alamiyyah li-Qital al-Yahud wal-Salibiyyin "World Islamic Front for the Struggle Against Jews and Crusaders". So it seems to me that if the attacks were carried out by Moroccan Islamic fundamentalists then that's close enough to our concept of Al Qaeda to call "Al Qaeda." Unless we want to pretend that if bin Laden or one of his lieutenants isn't in charge, it's not Al Qaeda.
