Bush actually stabbed Kennedy in the back. Please be accurate. Kennedy was suckered in with a feel-good slogan and lotsa promises, but as soon as the Bush bill got passed with Kennedy's blessing, Bush and his people just plain refused to fund it. Turns out it was all a political merit badge thing for Bush to prove he's "compassionate", but was a hollow gesture. Kennedy was furious and has never trusted the Bushies since. Kennedy felt completely used. That is not bipartisanship. Kerry works with the GOP all the time and they trust him. Bush is not trusted.
