Bush doesn't do diplomacy and doesn't work well with others. That has been proven. As hard as Powell has tried, he could not make up for the lack of diplomatic intentions of this administration. Cheney is also a poor diplomat, more like just a military-industrial bully. Their way or the highway. That's why the whole world hates the Bushies.
