The recession began in March 2001 and was partially caused by the Bush-Cheney phony energy crisis.

So what if the market top was under Clinton and started down? The real point is that Bush tried to fix what was not broken in the economy. There was absolutely no reason for those aggressive tax cuts, especially the ones for the rich, except upperclass greed and CEO selfishness. The Bush deficits which resulted are responsible for chopping the value of the dollar by 35% so even the dollar rich are really poorer.
