Someone pointed out that the domestic market for Indian securities has little depth (compared to other Asian markets) - so the market can drop VERY far if outside funds sell.

Unfortunately I believe you are correct. Democracy comes as a result of political evolution but in the primordial stages I think benevolent dictators with strong legal and social leanings is essential.

Iraq is a case in point. Democracy will be a disaster, unfortunately. A benevolent council with strong armed assistance is probably the only thing that may work IMO. Prior to today I suspected the country would descend into civil war and after today I'm afraid it's a given. I really hope I'm wrong here.

Salute you for what you have said<g>, elmat. China does benefit from its current system of selecting highest ranking leadership. Look at Wen and Hu for example, they have been going through life-long political career and all have been promoted one step by one step from the very grass-root level. They know and understand what the majority ordinary Chinese thinking...
