The Bin Laudens were not interrogated by the FBi before Bush let them out of the country. Their names were simply checked with those on terrorist watch lists. Also, previously the incoming Bushies had quashed FBI investigations into Saudi funding of terrorism. When we saw how close Cheney-Bush are to Bandar you understand why.

Clarke received orders to let them go from either Andy Card or Colin Powell's office, he said he could not remember which. Card is the most logical place. That means from Cheney and Bush.
