The bad cheques are on purpose. Members are encouraged to open accounts with no money in them to buy goods from stores in the beltway as they are free from prosecution for this. If only 19 have been caught at hanging paper, stores in Washington had phony paper from perhaps 25% of representatives, all the way up to speaker of the house. This has been reported on before. Democrats hang paper twice as frequently as Republicans, and some have been caught using phony credit cards to pay hookers in the Beltway.
