Yep, you are correct... people standing in the way ALL OVER.

It's a wonder true market forces can operate at all, as screwed-up we have made things, distorting economic incentives all over the place with massive subsidies to some industries, monopolistic high barriers to entry in other energy sectors, special favors all over the place like taxpayer-guaranteed insurance policies... and generally idiotic 'National Industrial Policies', nearly on a scale of insanity as large as Japan has achieved over the last decade and a half.
