No, I think many of the Republicans in the Senate will drive the investigations precisely as a way to keep control of the Senate. Whether they give up on Bush or not; it's too early to say. But I see no way in which they do not give up on Rumsfeld. However, the process of giving up will produce a lot of ugly stuff and may wind up being equivalent to those Rep senators giving up on Bush. That's a clear prediction. TWT. I think you are indulging in wishful thinking.
