<<<Can you give us one instance of anything less ever successfully stopping terrorism?>>>

Since this is primarily an investment website, we can perhaps use some business managment techniques to solve problems - as opposed to pure emotions.

The successful business is usually better organized and managed than business that fly by the seat of their paints. The successful business relies on getting sufficient metrics to define and solve the problem.

Similarly, the successful civilizations will have to be organized in order to succeed(unless the Arabs get better organized, they will not likely to succeed in anything - including terrorism).

Having said that, then to fight terrorism, we need to get our act together and be more efficient. We have to get good intelligence and than be able to use that Intelligence to achieve our objectives.

We have to allocate our resources. If we spent all our resources on fighting terrorism, we may not be able to marshal our resources to stop an incoming asteroid that can wipe out our civilization - or we can make a mistake and miscalculate the effects of global warming and not be able to do the minimal that is required to slow the effects. Just like any business, we do not have infinite resources.

Does it matter how our civilization may come to an end?
