You got that straight. Actually, Israel is playing around with the idea of offering the abandoned settlements to the displaced, figuring it will look bad when the Pals snatch them away to give them to Arafat's cronies. I doubt it will happen.

Was it passive control or just the right to enter and patrol the area?

They had a right to patrol, but the tunnels were far underground.

Always had them. Look at the map, the border is less than ten miles.
