It is not something to be "used up", it is an historical precedent that affects subsequent judgments. As for who invaded whom, the only issue is one of cause. Germany never invaded us, nor did Japan. However, each did things that caused us to tilt towards the Allied side, and eventually Japan attacked us and Germany declared war on us. Given the nature of the regimes, the showdown was inevitable, and we probably should have entered the war sooner.
