It is up to the mayor to mobilize opinion. People are busy, and do not necessarily immediately comprehend the issues involved.

I am in favor of modest impediments to voting. Only those people who are informed, care about the issues, and are competent to navigate to the polls and execute their intent should vote. I would agree that there are some instances when impediments are better removed, for example, in areas where it is a hardship to get to the polls, because of dependency on public transportation, it would be best to leave the polls open later.
