Here's Verizon's speed test:

Also, the only way to tell if it's them or you is have him test the speed at the nid. Look out side and see where bell attached their wires to your house. Follow it down to the little box the wires go into. There's a telephone jack in there where he could plug into.

Verizon used to tell me it was my problem. I plugged my ADSL modem into the nid jack and no signal. Only then did they come out.
