Israelis have demonstrated a vast willingness to make concession and to negotiate in good faith. There's always some screwing around, but Israel had been far more compliant to Oslo than the PA ever were. You had Clinton bearing down on both sides, the getting was good for those who wanted to partake. Barak was willing and Arafat was not. Oslo's failings did not countenance the beginning of suicide terror.
