Anyone have a legal opinion?
It does not seem to me you can declare yourself above the law in this manner and make it stick. If anything, it makes your acts look premeditated from the top down.

Iraq - A U.S. helicopter fired on a wedding party early Wednesday in western Iraq (news - web sites), killing more than 40 people, Iraqi officials said. The U.S. military said it could not confirm the report and was investigating.
