Nice response, but didn't answer the question as to "what would you do to get more boots on the ground intel?" Remember, you said in the previous post: Having said that, then to fight terrorism, we need to get our act together and be more efficient. We have to get good intelligence and than be able to use that Intelligence to achieve our objectives. Thus my question. I know that the CIA funding was cut during the Clinton Administration. (Shoot, Clinton didn't even see his newly appointed CIA Director, James Woolsey, for SIX months!! Let us say you were one of the CIA operatives who lives in another country, and is able to provide info to us. Would you continue to work without pay? How many years do you think one has to live in a place, in order to be able to provide info? As I noted before, one can't just drop in by parachute for the day and be successful.
