Electricity is already above prewar levels, and unemployment is declining. Universities, schools, and hospitals are open. Oil production, despite sabotage, is pretty robust. Everyone understands that the most urgent issue is security, in any case. Nevertheless, even in polls unfavorable to the Coalition, about half of Iraqis say they are better off than they were a year ago, and about two thirds say they expect things to improve in the future. Again, more than two thirds say it was worth it to topple Saddam Hussein. The population is mistrustful of the Americans, but strongly supports the Iraqi forces we have trained and fielded.

As for the main point, a lot will depend on the outcome of this intervention, which remains to be seen.
