KL, from what I have read, the offenders are the Police brought in from all over the planet by the UN. Some are Americans-God knows we have our share of pederasts-but most are Foreign.

I guess if you are trying to paint an anti-American picture you could view it that way, but the Amnesty report itself is highly critical of the UNMIK Police and UNMIK personnel and less so of Kfor. But you only viewed a BBC article on the Amnesty report, rather than the report itself.

As for real data - out of a Kfor force of 40,000 approximately 4,500 were Americans as of Jan 2003.

No breakdown was available for nationalities on UNMIK.
