"We dispute that this was a wedding party," he said. "Nothing is certain in life, but we had actionable intelligence, significant intelligence, that led us to that location, and we don't believe there was a wedding."

He said U.S. forces had spent "significant time" on the ground and were sure that none of the victims were civilians. "Numerous" weapons, foreign passports, 2 million Iraqi and Syrian dinar and a satellite phone were found at the site, he said.

Nonetheless, he added, "based on these allegations we will do a follow-up investigation."
