We need to do what worked the last time we had a balanced budget. We need "pay as you go" rules in the budget process so when a spending increase or revenue decrease is proposed, there must be a compensating offset. Republicans in the House, who supported this rule under Clinton, now oppose this rule because Bush is President. That is hypocrisy.
